Daily Brief: ChatGPT and Codex share one allowance, Aramco buys into HUMAIN

OpenAI moves ChatGPT and Codex onto one token allowance, Aramco takes 49% of HUMAIN, xAI's Colossus permit suit goes ahead, and Apple Intelligence reaches China with Qwen.

ChatGPT and Codex move to one shared token allowance in December

OpenAI has updated its Help Center to say that from December, Plus, Pro and Business subscribers will draw on a single allowance for both ChatGPT and Codex, metered in tokens. The change lands as the agent features of ChatGPT Work fold into the main ChatGPT app. Bigger models and harder tasks will eat more of the pool, while quick Instant chats sit outside it, and Settings > Usage will show the combined balance. If you split your day between chat and coding agents, you'll be spending from one budget instead of two, so a long agent run can now cut into your chat headroom. OpenAI hasn't yet published per-plan token amounts, which is the number to watch before December. AI/TLDR on the Help Center change

Judge lets NAACP's Clean Air Act suit against xAI proceed. A federal judge denied xAI's motion to dismiss a suit claiming it ran at least 35 combustion turbines at its Colossus data centre without required permits, ruling the turbines aren't mobile sources. It puts permitting for large AI compute sites in front of a court, a real risk for anyone building fast. The Morning Build

Apple Intelligence reaches China with Alibaba's Qwen. Apple's China Newsroom says testing starts with the November 4 developer beta and iOS 27.3 ships publicly in December, iPhone only.
